• Reply to explain or ask.
• Resolve when the design answers it.
• Not needed with a reason when it is intentional.

A Not needed answer sticks: the same suggestion does not come back after the next import or check.

What the reviewer learns

Your reasons for Not needed are passed to the reviewer the next time it reads your board, so a finding like the one you dismissed does not arrive either. Only dismissals travel, never accepted findings, because the failure this guards against is noise.
